As part of the construction and modernization bond approved by voters in 2018, Rose Valley Elementary School will undergo a $5.5 million modernization expecting to take 10 months to complete. Planned improvements are as follows:

  • Provide security cameras/access control and intercom systems
  • Replacement of all major MEP (mechanical/HVAC, electric, plumbing)
  • Relocate office and new school entry
  • Upgrade siding, roof, paint, flooring, cabinetry
  • Upgrade well and septic
  • Potential to add additional classrooms
  • Replace windows, boiler, heaters, phone system
  • Provide new addressable fire alarm system
  • Upgrade restrooms for ADA compliance
  • Replace kitchen casework

We take our responsibility to be resourceful stewards of the bond funds very seriously. The Kelso School District’s Executive Construction Team analyzed multiple options for completing this project while school is in session through the lens of maximizing student learning, duration of construction, and cost.

After a thorough evaluation, Option 3 was selected and the decision was made to temporarily relocate students for the 2022-23 school year to the Catlin Elementary site. With the reopening of Huntington Middle School in the fall of 2022, Catlin Elementary will be vacant again and available to be used as the alternative site. 

Relocation for one school year will effect families, staff, and students. Kelso School District is committed to the safety and security of staff and students, maximizing student learning within an optimal learning environment, and open and transparent communication.  A survey where community members can share feedback and ask questions is available here: https://www.surveymonkey.com/r/rosevalley. From this survey, FAQs, as well as transportation information, will be shared with families in early spring. 

We are extremely confident in the Rose Valley staff who will lead this important transition for our Panther students as we navigate complex construction plans. The modernization work ahead of nearly $5.5 million will leave a lasting impact for future generations. We are proud to be part of it.
